What the current evidence supports

Track; not yet

Why
Production-deployed at Signal scale with formal verification (Cryspen/ProVerif/hax-F*) and peer-reviewed backing (Eurocrypt/USENIX 2025) - strong validation of PQ ratcheting. But it is an app-specific protocol, not a drop-in primitive for our checkout/identity stack, so it is a pattern to learn from, not a component to import now.
Next
Treat as the reference design for PQ ratcheting if/when we build E2E messaging; for current KEM needs prefer X-Wing/ML-KEM directly. No protected-component change (Rule #29).
